Milan, Nov. 12 (LaPresse) – A new urban planning seizure in Milan. The Prosecutor’s Office has issued an urgent preventive seizure order for building violations at a construction site on viale Papiniano 48, where a four-story (one of which is underground) laboratory-warehouse is being demolished to make way for an eight-story residential building. The project was authorized as a “renovation” instead of “new construction,” using an alternative procedure (Scia) rather than a building permit in an area that is “subject to landscape protection.” The news, first reported by La Verità, has been confirmed; prosecutors Giovanna Cavalleri and Luisa Baima Bollone have instructed Milan’s local police construction unit to execute the urgent seizure, which within 10 days must be reviewed by a judge. Salvatore Murè of Papiniano 48 srl and Murè Costruzioni srl, as well as the project designer Mauro Colombo, are under investigation for building violations. The breach of the fundamental 1942 urban planning law is also being contested, due to the absence of an implementation plan for buildings over 25 meters high or with a density above 3 cubic meters per square meter. The decree is signed by two new prosecutors who previously had not been involved in the major investigation into Milan’s building practices. The task force, led by deputy prosecutor Tiziana Siciliano, has expanded and is once again able to issue preventive seizures without prior judge review, a practice last used in 2022.
